Mac OS X Server: Apply System Configuration Settings workflow only applies to NetRestore and NetBoot images
Symptoms
The "Apply System Configuration Settings" workflow action in System Image Utility only applies to NetRestore and NetBoot images.

Resolution
When creating a customized workflow in System Image Utility, the "Apply System Configuration Settings" workflow action only applies to NetRestore and NetBoot images. NetInstall images will not use the defined settings.
